Hi Everyone:

I'd like to continue our discussion of the National Literacy Summit draft 
Action Agenda and how it relates to EFF.  So far we've critiqued the goal 
statements offered in the draft Action Agenda, suggested revisions to the 
alternative goal statement and discussed whether a vision statement is 
necessary. Shall we now review the eight priority issues offered in the 
Agenda and discuss whether they are the right issues for our field to 
consider; whether some should be discarded; and whether some should be added? 
The eight priority strategies listed below represent common themes that 
emerged from the National Literacy Summit discussions about major challenges 
and concerns in our field:

1. Include learners' perspectives in making change.

2. Balance a commitment to access with a concern for developing and 
maintaining program quality.

3. Make instructional and program quality improvements a cornerstone of the 
adult education and literacy system.

4. Establish a comprehensive network of professional development 
opportunities so that all adult educators can gain and regularly upgrade 
appropriate skills and knowledge.

5. Incorporate technology into all efforts to increase assess, strengthen 
professional development, and improve instructional and program quality. 

6. Create partnerships with other literacy providers and local organizations 
to help develop an adult education and literacy system.

7. Increase research, and organize a national research agenda that emphasizes 
practitoner involvement and informs teaching and learning.

8. Develop comprehensive communications plans that support action for 
literacy.

There you have it, NIFL-4EFF Colleagues. Please comment on the eight numbered 
priorities areas.  Are those listed the right group of priorities for the 
field? Is the group complete?  Are there any priorities you would add, 
remove, or revise?  Thanks for your input.

This discussion is a part of the National Literacy Summit process that aims 
to build consensus around the Action Agenda's priorities and action steps. 
The NIFL-4EFF discussion will continue to use the common format the Summit 
Steering Group designed to help insure that as many ideas as possible can be 
incorporated into the final Action Agenda, Sept 2000. Our input is important 
to the creation of a concensus document, so please submit your individual
