I've brought this up before, people and programs saying "we already use EFF" 
when they may or they may not.  In light of hearing this familiar comment 
again, I'd like to pose a question, What is the difference between a learner 
centered program and a learner generated or customer driven one?  How do they 
look the same?  Differently?  Are the same objectives then goal sought? 
Desired? Achieved?  Is a zebra really just a striped horse? Or not.
