Hi Everyone,
In preparation for a national evaluation of EFF and its impact, NIFL and NCSALL have been trying to answer many of the questions being discussed here: What is the essence of EFF? What changes would we expect to see in an EFF program? This document, based on theory as well as the EFF field research data, will be available once final revisions are made. 

Naming these qualities will help programs assess their own implementation of EFF and see the relationship among classroom, program, and system change. Having seen how *participatory education* lost its meaning, as everyone claimed the term (from those who interpreted it as literacy for social action to those who used it to describe any kind of student participation in the classroom), it can only help us to be clear about where EFF begins and ends. This is not to exclude those who find only pieces of EFF valuable, but to help people know what they*re choosing when they use EFF, and to choose well.
