What changes would we expect to see in an EFF program? This document, based on theory as well as the EFF field research data, will be available once final revisions are made. Naming these qualities will help programs assess their own implementation of EFF and see the relationship among classroom, program, and system change. Having seen how *participatory education* lost its meaning, as everyone claimed the term (from those who interpreted it as literacy for social action to those who used it to describe any kind of student participation in the classroom), it can only help us to be clear about where EFF begins and ends.
