Appropriations 
On Hold

Congress has passed another continuing resolution through December 5 and decided to put off action on Labor/HHS/Education and four other appropriations bills until after Thanksgiving. Stay with us for the latest 
developments when Congress returns.

DAEL Announces 
NRS Changes 
Effective July 1, 2001

Division of Adult Education and Literacy (DAEL) representatives announced four changes to be implemented in the National Reporting System (NRS) effective July 1, 2001 at the National Adult Education Professional Development Consortium meeting in Orlando on November 8-10. Changes, made with State Directors' input, aim to fine-tune measures of performance. They include:

* measuring GED attainment only for those with GED as a goal who exit during the program year, rather than as a percentage of all students with that goal; 

* measuring postsecondary placement only for those with postsecondary training as a goal who exit during the program year, rather than as percentage of all students with that goal; 

* adding an optional measure to report level completions for learners having both pre-tests and post-tests because limited numbers of learners participate long enough for post-tests; and

* adding an optional measure to report the number of adults who complete two or more levels in a program year, as opposed to one level in a program now required by the NRS system.

DAEL officials also announced financial support for an ongoing project to expand NRS level descriptors to include a wider range of literacy skills.

Change to Help 
Students Learn

Classroom assessments must change in two ways to help teaching and learning says a new report from the Center for Research on Education, Diversity and Excellence (CREDE). First, assessment content must measure important
