In reply to your question about whether EFF is more likely to happen in programs with certain characteristics, I would add: real world learning activities that emphasize the application, not just possession, of skills. Project based learning, for example, focuses on doing rather than knowing. I'd include performance-based assessment methods as another characteristic.

Wondering if you're familiar with the EFF Assessment Report: How Instructors Can Support Adult Learners Through Performance Based-Assessment by Sri Ananda?  Check it out, if you haven't had a chance. On page 11, project based learning is defined as: "an in-depth, hands-on exploration of a topic, theme, idea, or activity, resulting in a product, performance, or event for assessment." I found this is in the report's third section, Examples of Performance Based Assessment Methods, which gives examples of project ideas for adult learners and, in general, nicely depicts instruction relative to using the EFF Standards.
