I'd like to bring list up to date on what is happening at the EFF National 
Center.

The Equipped for the Future National Center at the University of Maine was 
created in 1999 as the staff development, materials and technical assistance 
center for EFF implementation.  The EFF National Center’s primary 
responsibility is to reach out and establish strong linkages with key 
partners and to assure that these partners have the support needed to 
integrate EFF as part of their effort to prepare their systems to deliver 
desired results.  The key partners are: adult education, family literacy, 
welfare to work, skill standards voluntary partnerships and other workforce 
development systems.

To accomplish this, our activities include: develop a national network of 
certified EFF facilitators; develop materials and products to support EFF 
adoption and use; provide customized training and technical assistance to the 
key customer systems; and support current EFF users.

I’d like to update you on the status of our national EFF facilitation system. 
We are finalizing the certification process of EFF facilitators to ensure the 
quality of EFF staff development, technical assistance and support that we 
can offer the field.  

We have conducted two train-the-trainer institutes in March and December, 
2000. Participants in the EFF facilitation certification process are 
teachers, tutors and program administrators from our EFF field sites as well 
as teachers, program administrators and staff development facilitators from 
states, agencies and organizations.  

States and organizations sent teams to the institute as a way to build 
capacity and have a core of EFF facilitators that can deliver up-to-date, 
quality EFF training. California, Delaware, Hawaii, Indiana, Kansas, 
Kentucky, Maine, Missouri, North Carolina, Ohio, Oregon, Pennsylvania, South 
Carolina, Tennessee, Texas, Virginia and Washington all sent teams.  Literacy 
Volunteers of America, Laubach Literacy of America, the National Urban 
League, the Consortium for Workplace Education and the National Center for 
Family Literacy sent teams as well.

EFF facilitators who are engaged in this process are at three levels:  
advanced, intermediate and novice.  Advanced EFF facilitators are able to 
conduct EFF staff development on their own, and mentor intermediate and 
novice facilitators.  Intermediate and novice facilitators co-facilitate with 
the advanced EFF facilitators until they have built enough expertise to move 
to the advanced stage and be certified.

All facilitators develop a professional development plan and use the plan as 
the blueprint for advancing from novice to intermediate, intermediate to 
advanced levels. All facilitators are observed critically by mentors, team 
members and staff development participants, and reflect and evaluate on their 
learning and performance as they develop their skills. Achievement of their 
professional development plan is documented in a portfolio.

I would like to introduce Dougie Taylor, who joined the EFF National Center 
as our Professional Development and Certification Coordinator in January.  
Her major responsibility is to support the facilitator network with technical 
assistance and materials.  Her other major responsibility is finalizing the 
EFF Facilitator Certification system, which will be in place by September.

network and the EFF Facilitator certification process.
