I had a totally different reaction to the role of "Citizen " in my
beginning ESL Jail  class.   I started the class by asking  "What does
one have to do to be a good student."  the list  was student generated
and included things like paying attention, cooperating, being on time
etc.   Most of the  list  fit into the "Worker " category.  

Following this (this took a bout 4 classes) we  tried listing  the
qualifications of a "good citizen."  "Obey the law" was the first thing
on the list.  A discussion about "What is a citizen?" followed.  Voting
did not even become an issue.  They decided they were citizens of the
prison, citizens of the community where they would return.  Our list
extended to what they could do to become good "citizens" in the
classroom, prison, and when they were back home. They drew there flags
and looked up the meaning of the flags in their countries. Being good
citizens generated writing to their families, being on prison boards, 
getting education.   They also wrote to the warden and  discussed making
a video tape  for school children to stay off drugs.  Although the video
tape never got approval, they did plan for it, write a script, tried to
get permission to do the tape etc.  They were excited about being  "good
citizens!"
