Mary,

One question is what does each provider mean by "open enrollment?"  Many
programs claim to be open but actually give out very mixed signals around
this.

Our organization requires potential participants to meet with staff prior to
enrolling for the intake/assessment process.  The next meeting will be with
the Tutor, but must take place in a public place - usually a library.  If
the learning participant fails to make the first two sessions without
excuse, s/he goes to the bottom of our wait list.  Otherwise, if three
consecutive sessions are missed without excuse, s/he goes to the bottom of
the wait list, unless there is no response to at least three messages, in
which case a "closure letter" is sent requiring s/he contact our office
within two weeks.  If there is no contact, s/he is exited from the program.

We have to be careful about follow-through as we will lose trained
volunteers if there is no commitment.  We put too much time, money, and
energy into training Tutors to lose them, so this procedure hopefully gives
the message to all participants that we are serious about keeping them and
that we have to work together in this.  Of course, we have a similar
procedure for Tutors who do not follow through.
