I think we are talking about education not EFF being transparent -- though EFF should be and I hope the quality model in Results That Matter (soon available on the EFF site) contributes to that effort. When I think about education being transparent it is the sense that Reggie and Peggy used, i.e. that everyone involved, but particularly students should be clear about the why of what is happening: Why are we reading this text and how might it help me reach my goals? Why are we collecting program data and how will it be used? Why will a GED help me get a job and how do I know? EFF's focus on student purposes helps teachers pay more attention to the whys of what they do in class. The EFF focus on system reform may help raise the why questions about how our system is structured and for what ends.
