Thank you for clarifying that many states have "adopted EFF"  in different
manners.  I have talked to some states where the adoption for evenstart
programs have been great while adoption for more general programs have
been bumpy.  I happen to hail from Maine which has established (mandated
has a different tone) that EFF be used for all Adult Basic Education
Programs.  Many of us are trying but the universality is complicated.
