But I'm really struggling with the Learning Standards (LS) imposed by the New York State Education Department, which have never been updated for adult education and are basically minimal course standards for K-12, and what I'd really like to do, which is to fully implement EFF. Now, we have the additional, imposed priorities of the NRS, which continually trumpeted it would include measures for adults with developmental disabilities, but as we've seen it in New York, definitely does not - the only four outcomes that our funder seems to care about now are gained employment, improved employment, referred to vocational program or passed the GED, which will only affect a very small percent of those we serve while we are serving them (but other providers will reap the benefits of our efforts years later). EFF is truly student-centered and based on the real needs of those we serve, which is why I want to use it. But I have to show my State Ed team that I'm using their K-12 standards AND try to show results in the four NRS outcome areas. EFF is inclusive, the LS are not, and NRS is even worse. I am used to translating things into different languages for different audiences, but the vast difference in philosophies between what our State Education Department is pushing and what really works (like EFF) is a huge challenge for me. Yet others must have recognized this challenge and addressed it somehow. Different states have responded differently to not only EFF, which has been largely ignored by the Education Department in NYS (due to other pressing considerations). Some states have even come up with useful ways to implement the NRS. But New York cannot be the only state to move in this direction - I'd really like to hear what others have to say about this issue.
