They range from essays to information bulletins to research reports to issue briefs. They aim, as part of CAAL's total program, to improve understanding of adult education and literacy, to help inform future planning at the state and federal levels, and to serve as tools for the advocacy and research work of others. Equipped for the Future: Tools & Standards for Building & Assessing Quality Adult Literacy Programs -- 33 pp. -- is written by Gail Spangenberg and Sarah Watson. The publication reviews the developmental history of EFF, a major program of the National Institute for Literacy, and discusses its accomplishments, implementation, and work in progress. Some 16 experienced national, state, and local EFF users were interviewed for the publication. Their responses and the questions posed make up the main body of the new work. In a Foreword, it is noted that: "This publication tells a remarkable story, about Equipped for the Future -- a singularly important resource developed by the National Institute for Literacy that can be tremendously beneficial to states wanting to improve the effectiveness of their adult literacy services."
