Thank you for these clarifying questions. First, some background:  WIA 
reauthorization is in process.  The House passed their version of the bill, 
and the Senate is expected to begin working on their version this summer. 
(Perhaps someone else on this list has more definite information and will 
post it). The Senate will most likely not adopt the House version and will 
create a different piece of legislation, so the two versions of the bill 
will go to the Conference Committee for the final version to be agreed upon.

In response to your specific questions:  No, the National Institute for 
Literacy's funding for EFF has not stopped.  We expect the EFF Center for 
Training and Technical Assistance at the Center for Literacy Studies to 
receive funding for one more year, the 2003-04 federal fiscal year.  By 
September, 2004, the EFF Center will be self-sufficient - or, at least not 
dependent on funding from NIFL.

The Assessment Consortium's contract runs through April 2004, during which 
time we will complete our major pieces of work.  Additional work may 
continue through SRI.  As you know we have just completed piloting 60 
performance assessment tasks in programs in five states (thanks to the good 
work of your colleagues in Washington state!).  This summer the data is 
being analyzed and in the fall we will make available the RWU assessment 
prototype.

The EFF Institute on Standards-Based Instruction and Assessment in Reading 
and Math, August 25-27, will provide an excellent opportunity for state 
agencies and organizations to learn more about what EFF has to offer, with 
regard to your comment about federal requirements.  For more information on
