                                EFF MESSAGE
ÿ EFF defines the skills that workers need to know and be able to do to meet
the demands of the 21st century workplace.

ÿ EFF uses research-based instructional practices and provides the
infrastructure that states need to implement standards-based reform.

ÿ EFF has been built through state, employer, and bipartisan support.

EFF represents more than eight years of research in standards-based
instruction for adult learning. With the new emphasis on content standards for state
adult education and literacy programs, EFF is the only initiative that has
invested in research to develop content standards that focus on what adults need
to know and performance standards based on adult learning and development.

Research confirms that basic academic skills plus the ability to solve
problems, reason, work with others, and plan effectively are necessary for
productive employment; EFF’s 16 content standards reflect those skills that workers
need to meet the demands of a changing workplace; and EFF’s Work Readiness
Credential will be an important tool for employers and jobseekers in every state
to certify the necessary skills to be work ready.

Research confirms that effective learning requires active application as well
as acquisition of knowledge, skills, and abilities; EFF helps adults develop
proficiency in using the skills and knowledge they need to perform meaningful
tasks in their everyday lives.
