Colleagues

Democratic members of the Senate Health, Education, Labor, and 
Pensions Committee (Senators
Kennedy, Dodd, Harkin, Mikulski, Jeffords (Ind.), Bingaman, Murray, 
Reed, Clinton, and Edwards) along with Senators Leahy and Wyden, sent 
a letter on May 1st to Sec. Paige supporting many of  the points that
