BTW, Glynda Hull had put together a very cool anthology of very well researched stuff, essentially trashing what would eventually become the workforce investment act. She had, in her anthology argued that workforce development literacy type programs would not succeed and was very critical of such models as SCANS and WIA. I don't think that it specifically targeted SCANS and WIA directly but it referred to that kind of thinking. If anyone would like to unsderstand why workforce literacy, in general, is a failure, take a look at her anthology. BTW, has she published anything else? Also, in the same train of thought, Juliet Merrifield had published a piece for NCSALL on building concensus among practitioners, students and funders regarding the purpose of literacy. I thought that it was a pretty cool piece that, in my opinion, should have had some transendental impact, at least in the work of NCSALL, but hopefully on the whole field. Has NCSALL done any work exploring Juliet's piece? Has she published anything else following that piece. Interestingly enough, she is a brit. I hate the brits, since I am from Argentina :-) Ironically, though, it takes a bloody brit to tell americans what we need to do about literacy, so lets ignore her anyways.
