I represent my program which is unique. While we do ESL, GED and ABE, we don't get much monies through the state ABE office. Hence, we are not required to do WIA and NRS with exception of one small program. Most ABE people in the state get their $$$ from the state's ABE office and are required to report outcomes using the state mandated system. Our PD responds to the needs of the students and ABE, ESL and GED outcomes which may not necessarily match WIA/NRS expected outcomes. Our PD would be partially useful to people doing WIA/NRS, but it does things for the students, that, while important to the students, are not valuable to WIA/NRS. In addition, WIA/NRS is time consuming in ways that, in the opinion of most, is unproductive. A specific example is the English Literacy Civics grant. While this grant ought to be used to built the students' knowledge of comnmunity, civic participation, the only state mandated outcome is measurable gains in certain standardized tests and % completion. So, a student may start to vote, learn how to use the healthcare system efficiently, participate in a community garbage pick up, and encourage her kids to participate in a civic activity. However, all this would not be considered important outcomes by the state. In fact, if the student got sick and did not finish the class, it would affect our completion %. All the state needs to know is that the students shows gains in the BEST, TABE, or some other test, or passes the GED. The PD person knows that she needs to train the teachers to show that 80% of the originally enrolled students are baseline tested within a couple of weeks and that at least 55% of the baseline tested show measurable gains in the same instrument. The rest doesn't matter.
