Some states use some federal and/or state money to support state adult literacy staff and program development centers. In Massachusetts, for example,approximately 10% of adult education funds have since the late 1980's supported adult literacy edaaction staff and program development. What is the policy on support for staff and program development in your state? What should the policy be? Should states support (pay for) staff development time for adult education teachers? (Massachusetts' policy is 50 hours of paid staff development time per full-time teacher per year, and this is pro-rated for part-time teachers. I understand that in at least one state (Tennessee, I think) there is state reimbursement for completing staff development courses (or levels.) Could someone from Tennessee clarify this? What is your state's policy on paying teachers for staff development time? What should it be? Is there a return on investment in your state for teachers who get certified in adult education and/or get a graduate degree in adult education? If so, how does this work? Thanks.
