Hello all, 

If you are really into an observation-based
professional development plan, please refer to the
Sheltered Instruction Observation Protocol
(SIOP)model.  There is a companion text "Making
Content Comprehensible for English Learners as well. 

You can investigate formal SIOP training through the
Equity Center at the Northwest Regional Educational
Laboratory.  There homepage is www.nwrel.org/cnorse.
