The American Institutes for Research (AIR) is conducting An Evaluation of the 
Impact of Explicit Literacy Instruction on Adult ESL Learners for the 
Institute for Education Sciences, U.S. Department of Education.  This four 
year study will employ a randomized field trial to test the effectiveness of 
an explicit literacy curriculum in improving the reading, writing and oral 
English skills of low-literate adult English-as-a-second language (ESL) 
learners.

An essential component of the study is the adaptation (or development) of an 
explicit literacy curriculum that will be appropriate for adult ESL learners.  
AIR will be releasing a request for proposals (RFP) for the development of 
this curriculum, which will then be implemented in a sample of adult ESL 
programs across the country and compared with the adult ESL instruction 
usually provided by the programs, using a randomized design.
