Colleagues:
Earlier this year, we began a discussion of policies that, if implemented, 
would best support teachers to access professional development and to do their 
jobs well (http://wiki.literacytent.org/index.php/PaidPDDiscussion). This 
discussion originated from a Summer 2004 discussion of the NCSALL research, 
"How Teachers Change: A Study of Professional Development in Adult Education" 
where many implications for policy surfaced.

We've got a good start.  This spring, I would like us to continue developing a 
list of positions on policies that can be advocated by AALPD and by other 
organizations in the field (we would hope to incorporate such positions into 
policy platforms by, for example, the National Coalition for Literacy, an 
organization that advocates for supportive legislation and funding in our 
field).

Paid PD
I wrote those who participated in discussions of paid PD to ask if they were 
in agreement that they would support a policy that teachers should be paid 
2.5% of their annual salary towards paid professional development release time 
(see link below for full draft policy). They are in agreement. I have 
summarized and bulleted the main points/recommendations of the NIFL-AALPD list 
discussion, and the draft of that policy can be found at:

Is there anything that you would like to add?  If not, then the draft policy 
for paid professional development release time (along with others we discuss) 
will be taken to the AALPD preconference at COABE this year for further
