These issues must be addressed at the grass roots level and, just as programs are held accountable for NRS progress - so too, must governmental agencies be held accountable for the results of their funding initiatives/outsourcing. Too often, monies are spent on meetings, luncheons and the like, without students and teachers ever deriving any benefit from the stated purpose of the initiative.
