They could be seen as a version of communities of practice. The objective seems to be that professional practice will change and that the provider organisation will change its policies and processes to support teacher change. Hope that clarifies things I am aware of the NCSALL research of Cristine Smith et al but I wondered if anyone had either done some cluster/network work or knew of some material I could look at.
