Hi Jackie 
David Rosen asked me the same question off list - sorry I am not being
very clear  
What is proposed is that there would be 1 or 2 'lead developers' working
with 4 or 5 provider organisations who would each send a manager and 2
or 3 teachers along to cluster meetings. They could be seen as a version
of communities of practice. The objective seems to be that professional
practice will change and that the provider organisation will change its
policies and processes to support teacher change. Hope that clarifies
things 
I am aware of the NCSALL research of Cristine Smith et al but I wondered
if anyone had either done some cluster/network work or knew of some
material I could look at. Sometimes international perspectives are very
useful
