The tests listed in the NRS Guidelines are offered as examples on how to determine progress on educational functioning levels. Each state must decide which assessments its local programs should use, which may be other tests or assessments that are not listed in the NRS Guidelines. So, in response to Diane's question, yes, you could use the TABE-Work-Related Foundation Skills assessment, as long as the state (or whoever funded you) accepts it.
