While it's not full-text, the ERIC Clearinghouse on 
Assessment and Evaluation maintains a Test Locator 
Database.  It has thousands of citations for 
questionnaires, surveys, and other measurement tools 
(for education and psychology).  Some are commercial 
tests while others are surveys included in journal 
articles (which you may or may not own) or ERIC 
Documents.  There is also a test review locator.
