You might want to explore using subtests from the batteries referenced below. The CTOPP and TOWRE do have modest adult norms, though I wouldn't characterize the norming as robust for adult literacy learners. However, I think if enough adult literacy providers begin showing interest in these measures, the publishers, authors, or other researchers can help establish normative information. The DAR was recently used in NCSALL's Adult Reading Components Study (ARCS: Strucker and Davidson) and therefore there is a relatively large adult learner sample to draw inferences and interpretations about test results. Hopefully, they'll have some new technical reports coming out soon to discuss use and interpretation of component skills in light of their studies. The adult word recognition test with the longest track record and most extensive norms is the WRAT (Wide Range Achievement Test). If comparisons to other national samples is important, this should be part of your battery.
The Wilson program has the advantage of being an integrated instruction/assessment system. It does require extensive teacher training to implement properly and is not designed for general program mix and match diagnostic, placement, assessment decision-making.
You might also want to check out some of the technical reports at the National Center on Adult Literacy website (www.literacy.org) on component skills measurement for adult learners. It is important that all component skill testing be contextualized in your programs service delivery plan. Good luck.
