Joy,
The construction unions have lots of experience doing worker training
that builds basic skills. Susan Moir (Susan_Moir@uml.edu) at
UMass/Lowell works specifically on health & safety training in the
construction industry and puts out a regular (quarterly??) newsletter.

I'm sure she's got materials about related curricula. You can also
contact the painter's union (District 35), who are also doing some of
this work in Massachusetts. They can be reached at (617) 522-0520. You
might also bring your question to the nifl-workplace discussion list.

best way of "embedding basic skills" into the construction industry.  I

am interested in any research/practice that you are aware of that 
focuses on teaching basic skills within construciton courses or that 
looks at ways of delivering basic skills onsite to construction
