One of the panelists that we were lucky enough to recruit was a gentleman named Pat Gootee. While we recruited him because of his work with the local Workforce Investment Board, Mr. Gootee owns a moderately-sized construction company. Pat spent quite a bit of time talking about how his primary motivation and incentive for getting involved with sponsoring ABE and HS education reform was that he can't find adults to hire to come work for him. Their company has had to create rules to get at potential employee's low literacy ... for example, requiring that the application be filled out in the office -- you can't take one home for someone else to complete. I don't know how the unionization of work in some areas affects this -- I'd suppose that unions have some basic entry credentials required (e.g., GED or HS diploma). I'd be happy to forward his contact information, off list, for folks who are interested in more exchange with him. Perhaps he'd be a helpful ear to give feedback on approaches to partnering with construction firms.
