I have been fortunate enough to get other funds, so I am lucky. I do have a small amount of funds for EL civics and we are tied to NRS. The issue for us, with the EL civics monies, and with all the other non-NRS monies, is still, how to assess our students properly. In our program, we believe that assessing our students through a variety of strategies that we are implementing is the best way. We find that we have good retention and completion. At the same time, in the case of EL civics, we still know that we have to implement assesments for the NRS. We do this, but we try not to allow this to disrupt our instruction. We simply consider it a burden that we have to overcome that does not contribute to the overall learning of our students. Unfortunately, because it is time consuming and costly, part of our resources have to go to the assesment that could be more effectively used in developing better lessons, interventions, etc. My advise to anyone about assesment would be to develop models that are meaningful and relevant to the students in their contexts. Once that is in place, work towards that, and take the time off to do the NRS stuff, w/o letting it get on the way of the more meaningful stuff. Hopefully, the meaningful leanring that the students do will translate into the standardized test. The key thing to note is that neither uses WIA funds for the programs they discuss. Presumably they have funding (which I know is inadequate and hard to get) from other sources to do these programs. The choice so many have to make over an over is: do we accept or seek WIA funds and prostitute what we know is effective practice, or do we not offer the programs at all? That's what I call a rock and a hard place, and many of us are wedged right between. In the end, most of us have to compromise and admit a little bit of both.
