This information is being cross posted from the NLA list. Andrew
Hartman, director of the National Institute for Literacy, today
(10/4/95) wrote the part that immediately follows. Jon Randall of
Literacy Volunteers of America (LVA) national office wrote the rest

The Jeffords/Pell amendment to the Senate workforce bill, S. 143, is
a 
     critical one for the literacy community for two reasons.  First,
it 
     could be the provision that ensures literacy and adult education

     programs across the country maintain their funding.  This is
truly a 
     bottom line issue for the field!  Everyone should care about it.
 
     Secondly, two of our biggest supporters in the Senate, Jeffords
and 
     Pell, have come to us for help. They can offer the amendment,
but only 
     the literacy community can get it passed.  This is the best way
we can 
     demonstrate our appreciation and send a message that we are out
there 
     for them as well.

      Senate To Vote On S.143 Afternoon of October 10  Action: Need
Assurance That Senators Will Support  Jeffords/Pell Amendment --
REPUBLICAN VOTES  CRITICAL
      We're asking for an _all-out_ effort.  Please help mobilize 
students, tutors, staff, teachers, board members -- especially 
business leaders -- to call both Senators by Friday, October  6. 
Please copy & distribute the information contained in this  alert. 
Remember, Monday, October 9 is a legal holiday.
      Ask your Senator's staff to CONFIRM that the Senator will  vote
in favor of this amendment.  Offer to fax to the  Senator's office the
talking points & the text of the  amendment included below.  Staff may
not be able to give  you a firm answer until they have reviewed the
faxed  information.  Ask when you should call back to get the 
Senator's decision.  Tell them that _dedicated_ funding for  adult
education is critical in your state.
      You might try the local office of your Senators.  Most 
Senators are home -- they won't be returning to Washington  until the
day of the vote (October 10).  You can also call the  Washington
office.  The Senate switchboard is  202.224.3121.
      If you must leave a message, tell them: "I'm calling to urge 
the Senator's support of the Jeffords/Pell amendment to  S.143."
      Every Senator should be called.  However, we have  identified
key possible Republican "swing votes."  We need  an intensive effort
if your Senator is on the list below -- or  you have any connection
to someone in one of their offices.  ____________________
Talking Points ...
      Support Jeffords/Pell Amendment to S.143  Reserving 25% of
Workforce Education Funding  for Adult Education in the Workforce
Development Act
     
      Under this amendment adult education would receive 25%  of the
funding allocated for Workforce Education under the  Kassebaum bill. 
Adult education currently receives this  percentage.
      Senators Jeffords and Pell are concerned that State 
educational agencies (SEA's) may not equitably allocate  funding
between vocational and adult education.
      Senator Kassebaum has maintained that SEA's should be 
permitted flexibility to allocate funding between vocational  and
adult education, as they deem appropriate.
      The potential for inequitable allocation exists, since adult 
education does not have as much clout as vocational  education within
the SEA in most States.
      SEA's could divert adult education funds to recoup federal 
funding cuts to the vocational education program.
      The Chief State School Officers and vocational education 
community find this amendment acceptable.
      In committee, this amendment was defeated in a tie vote.
      Background on S. 143 ...
Under the Workforce Development Act, each State's  formula allocation
will be apportioned: 25% for Workforce  Education; 25% for Workforce
Employment; and  50% for Flexible Workforce Activities.
      The Governor shall administer Workforce Employment and 
Flexible Workforce Activities portions; the State educational  agency
shall administer the Workforce Education portion.

Text of the amendment ...
      "In section 721(b), strike paragraph (3) and insert the 
following:
      (3) STATE DETERMINATIONS. -- From the amount  available to a
State educational agency under paragraph  (2)(B) for a fiscal year,
such agency shall distribute such  funds for workforce education
activities in such State as  follows:
(A) 75 percent of such amount shall be distributed for  secondary
school vocational education in accordance with  section 722 or for
postsecondary and adult vocational  education in accordance with
section 723, or for both; and  (B) 25 percent of such amount shall be
distributed for adult  education in accordance with section 724."
