As I understand it, the Jeffords/Pell amendment ensures that adult education programs (including those offering adult ESL instruction) will continue to receive the same amount of federal money (25% of the adult ed/voc ed "pie"). Without the amendment, the Senate's Workforce Development Act (S. 143, aka " the Kassebaum bill") stipulates only that a certain percentage of the total block grant to each state go to the state education agency for "workforce education." The bulk of the block grant (amendment or no amendment) will go to the governor for "worforce employment" and "flexible workforce activities." (This bill and the Goodling bill from the House will be combined and will replace the Adult Education Act which has provided basic state grants to fund adult education/ESL for many years.) We are all being urged to contact our senators (especially Republicans who could be swing votes) about this amendment to the Senate bill because of how it safeguards adult education including adult ESL education.
