the NIFL-workplace list.  The posting is in response to a request
from Barb Van Horn to list some of the issues described in the
digest "Evaluating Workplace ESL Instructional Programs."

Barb Van Horn asked that Mark or I post the issues discussed in
our digest, "Evaluating Workplace ESL Instructional Programs."

Here they are--some are quite specific to ESL, some are more
cross-cutting, I think.

1. Unrealistic expectations of stakeholders as to the length of
time needed for a learner with low-level English skills to become
fluent and proficient in the language

2. Difficulties in demonstrating "workplace improvement" (what
measures of productivity exist where there is no product
manufactured) as in hospitals, residential centers, etc,

3. Tied to number two:  need for long term studies to see change
that occurs in workplace over time

4. Also tied to number two and three:  Difficulties in ascribing
workplace improvement or lack of to the instructional program
alone, need to consider the workplace itself, opportunities for
advancement there, etc.

5.  Cross-cultural issues:  the need to teach learners from other
cultures how to succeed on the job: "Advancing oneself at the
U.S. workplace is a cross cultural skill, which like language and
literacy skills, must be taught."
