David,

My name is Dennis Terdy and I have directed an Adult ESL Staff Development
Center in Illinois since 1980.  I have also been active in certification
efforts at the K-12 levels for Bilingual Ed. and ESL.

There are currently no state level adult ESL or adult certification
requirements in our state.  However, school districts tend to follow the
requirements for K-12, but this is not required.  Community Colleges
implementing adult education tend to follow their own local institution's
requirements which are often minimal when it comes to part time Adult ESL
teaching.

I would also refer you to a Pelavin Associates publication, State of the
Practice Report which was a part of a U.S. Dept. of Education study entitled,
A Study of ABE/ESL Teacher Training Approaches.  It is available through the
Adult Ed. Clearinghouse.  

I would suggest calling Joyce Campbell, U.S. Dept. of Education, ESL
Specialist for further references on this topic or information about the
