To update information that appeared earlier on this list ...

The Republican Welfare Reform legislation (now ready for White House
action) no longer contains provisions barring legal immigrants from
receiving Pell grants. Immigants receive about 10% of those grants
now.The prospect of those students no longer being eligible for those
funds led colleges and universities (especially in California,
Florida, and New York) to lobby against the restriction. 

The bill does require that immigrants have a US citizen co-sign their
student loans (another form of Federal student aid.) Non-immigrant
students do not need to get co-signers for their loans. 

(The Welfare Reform legislation does bar legal immigrants from
receiving most other Federal aid including food stamps and Medicaid.)
