There is a lot of information online but I don't know if it directly
addresses your question about state certification requirements. I will
copy an exceprt from a Web page with links to other places. Perhaps this
could be of help. <http://math.unr.edu/linguistics/mele.faq.html>
PROFESSIONAL EDUCATION
SOME UNIVERSITIES WITH MA-TESOL PROGRAMS

Boston University, Boston, MA, USA

Florida International University, Miami, FL, USA
University of Illinois at Chicago, Chicago, IL, USA
Eastern Michigan University, MI, USA
Fairleigh Dickinson University, Teaneck NJ/Madison, NJ, USA

San Francisco State University, San Francisco, CA, USA
University of Maryland, Baltimore Campus, Baltimore, MD, USA
University of Maryland, College Park, MD, USA
University of Surrey, UK http://www.surrey.ac.uk..ELI/eli.html
I include the list of UK sources below f.y.i.-although this still does not
address your question. I'd contact some of the state's boards of education
and compile a national overview with taxonomies that accommodate individual
state requirements presented in ways that enable one to make comparisons
across states. My hunch is that sites about adult literacy out of the U.S.
Dept. of Education may be a good start.

There are some interesting implications in an article about ESL adult
literacy from a national study

Some of the "branches" of TESL-L <LISTSERV@CUNYVM.CUNY.EDU> may assist you
as well.
You ask, "Where do adult ESL educators fit in this picture?" Its a
very good question, the answer to which I am sure many of us might find is
in need of more focused and specific national and state attention,
particularly given the demographic shifts that characterize this country
and to which we must attend as we enter the 21st century.
Next you ask, " Would required adult ESL certification or other
credentials benefit practitoners?" Don't you think it would have similar
consequences as any other type of credentialing? What would distinguish an
ESL adult teaching credential from any other (educational) credentialing
process? I presume the response would apply to your last question, "Would
it give more legitimacy (read job security, a living wage, benefits) to the
profession or would it exclude dedicated and
otherwise qualified teachers?" Don't all credentialing processes exclude
some dedicated and otherwise qualified individuals? How does one acquire
the professional perks; benefits, job security etc. without becoming
legitimized (i.e. credentialed)? The issue requires us to investigate the
complex implications of credentialing in a credential society. Perhaps
adult ESL practitioners are last remaining vestiges of a trade orientation
making social contributions. This is quite an ambitious charge-to answer
your questions- but perhaps some study of the sociology of schooling,
Jerome Karabel of UCB comes to mind, may be in order.
Looking forward to hearing more from others.
Best,
Melanie
