This looks like duplication of effort to me.  Why are we continuing to
increase hard copy resource sharing at the same time we are attempting to
maximize technology via the HUB project so that dissemination of materials,
resources, etc. is delivered in new and more efficient ways.  I would ask
two questions: did your do any field survey as to whether this project is
needed? And, if NIFL does go ahead with it, how does it integrate with the
HUB project?  You should also know that many states are already publishing
materials you describe in your project.
