The "Gorton Amendment" would, in effect, shift funds away from federal programs that support education technology, charter schools, Goals 2000, professional development, safe and drug-free schools, Title I, bilingual education, school to work and other initiatives. President Clinton, however, threatened to use his veto power to make sure that provisions such as the Gorton Amendment do not become law. In action later this week, the House did not approve an amendment offered by Representative Hoekstra to shift all funding from at least 29 programs administered by the Department of Education into a formula grant under Title VI. The Senate and House are expected to go to conference committee soon to resolve their differences on the appropriations bills.
