In response to Janet's question of several weeks ago, I offer the
following.  Sorry I'm so late in responding, Janet; I had an e-mail
glitch! 

What I know of is in Pennsylvania:

The Penn. Dept. of Education distributes adult ed funding through the
Bureau of ABLE (Adult Basic and Literacy Education).  ABLE also funds six
regional Professional Development Centers (PDC's) throughout the state.
The PDC's have to apply for funding every year just like our ed. programs,
so they must reach certain accountability standards.

The PDC's provide Professional Development for each region; our regional
PDC does a pretty good job of it, including sending a regular newsletter 
and announcements to all our teachers.  Our only difficulty is that our
PDC is over an hour from us, and further for many of the people in the
region.  Obviously, I cannot ask my part-time instructors (most of
whom have full-time jobs as well) to take a day off of work for
training!  But the PDC has mitigated the travel difficulties  by offering
to send professional development to individual agencies or groups of
agencies.  Each semester, I get a half day training from a PDC speaker for
my teachers on a Saturday, and even though they are not paid for the
training, the vast majority come.  Nothing like lifelong learning, eh?
