I'd suggest that you do a needs asssessment to start.  Find out from the
farmers when/where/whom they want/need to speak English.  Start on a most
urgent need basis.  Also, the people who contacted you, need to explain what
they mean by "communication" in greater depth.  It would be interesting to
see if there is a match between the two.
