Sharon,

I asked about the Even Start Newsletter, actually it is an electronic
newsletter from ERIC.  The website to visit is:

ericps.crc.uiuc.edu/ericeece.html to get the guildlines for authors.
Eventhough it is not an Even Start newsletter, the topic appears
appropriate for the journal.
