In Texas, they have to pass TASP to get a diploma and they have until 21 to do
it.  I think there is a proposal being developed to amend this.  get on the
nifl-esl listserv and pose the question.  One problem is that each state is
different.  The ESL rep at the Texas Education Agency would be a good source (see
web page).  It is a dilemma but they do it every year.
