I am the ESL Specialist in Adult Education for the Maryland State Department of Education. We are preparing a new state plan base on the new Adult Education and Family Literacy Act, which is part of the Workforce Investment Act 1998. One of the issues I am investigating is improving employment conditions in adult ESL programs. I would like to know if anyone can provide information regarding full-time instructors and ESL coordinators. Is there any research or data that indicate how many full-time instructors there should be based on number of learners enrolled in a program? Any information that would help me justify full-time instructor-learner ratios. Also, when would it be appropriate to justify a full-time ESL coordinator?
