I have only heard of CASAS mentioned in the context of ESOL.

I don't think so.  We always use CASAS as one of our assessment tools for our ESL classes.  It is my understanding that CASAS is intended for ESL assessment.  Correct me if I'm wrong.

CASAS has multiple components for the different populations we serve 
in Adult Basic Education.  In Iowa, we use it in literacy  and 
pre-GED/GED instruction as well as for ESL.  In our particular 
program, we're also using it at some sites with special needs adult 
learners.

The life skills identified by CASAS are applicable to the needs of 
many adult learners in ABE.  In a learner-centered program, they 
provide a base from which adults can identify/clarify their goals and 
the needed literacy skills - reading, writing, numeracy, English - 
can be taught.
