In that light, does EFF influence funding? It seems that funding is really more dependent on WIA core indicators and outcomes based on those indicators. WIA core indicator #2 is placement in post secondary education, job training programs, or employment. In my opinion Adult Education does and should deliver a K-12 curriculum which includes bringing students to the level of proficiency needed for matriculation or employment. Preparation for work is a part, a significant part, of what we do, but it is not the total of our programs. If we have strong programs that met the needs of our learners then we will have outcomes in all three core indicators, and EFF provides a framework for developing strands that provide opportunities for learners to achieve not only their own personal goals, but to meet the expectations of funders.
