I have also had some experience working in Adult ESL, and now work on the
Secondary level in a public high school.I also  agree that the word, "
proficiency ,"is a problem.In my opinion, I would relate the definition
of the word "proficiency" to the ACTFL guidelines, which , in this case,
may make some sense.

            The term,"  Post Secondary," would mean that the student is
,or should be ready to take on a high level, or a mainstream level of 
English. On a community college level, It should refer to a basic low
-level English course. Indeed, these are way out of line for many L2
Adults, whose level in ESL is not to be defined by their age or status.
It was prudent of you to point this out, because it becomes an issue for
administrators who are not familiar with these populations and these
