Does anyone have some great ideas, materials, resources related to 
recruitment of ESL students in areas where no programs exist or have ever 
existed?

I work with the statewide ABE program and I have been asked to give 
technical assistance to some counties in West Virginia which have a 
recent influx of foreigners where none lived before and where no teachers 
are trained to do ESL and no classes have ever served ESL learners.  
There are ABE programs in these communities who say "there is no need for 
ESL classes because we never have students asking for services at our 
learning center" and yet all indicators are that there is a great 
unserved need but those potential students are unlikely to go to the 
learning center.  The local teachers say, "you can't recruit students for 
an ESL class without someone trained to teach it".  But, it is hard to 
drum up interest in training for ESL if no ESL students are in the 
program.

My desire is to be able to establish that there is a need for services by 
recruiting sufficient students for a class (10 to 12 students minimum) or 
doing some type of needs assessment which gathers in potential students.  
Once the need is established, I need to train personnel to meet the need 
and then get the program up and running--all this at a distance from 
where I live.  Has anyone faced a similar situation?  I would appreciate
