The issue of using social security numbers as required id numbers in our program has come up several times this year in our state. We currently do not require an SSN# (we generate another random ID if students do not have an ssn) but our administration is moving in the direction of requiring it from students who register in our program. I am wondering how you handle this issue in your program. Do you require an SSN? Is there a way around requiring it? If we have to use it do we then have to refuse services to those who don't have one (which may be a significant number of students)? Are there federal guidelines which address this issue? Help!
