CENSUS NEWS CENSUS NEWS CENSUS NEWS CENSUS NEWS CENSUS NEWS CENSUS NEWS Monday, March 6, the U.S. Census Bureau will send out an advanced letter to every address in the United States. The advance letter informs people in English that the questionnaire should arrive within a week. The letter also includes short paragraphs in 5 other languages asking people to check a box if they would rather have the questionnaire mailed to them in their own language. This letter, with the box marked should be sent back right away. Checking the box will allow communities that are traditionally undercounted to be able to respond in their own language. In mid-March census forms will be delivered to every home by the Postal Service, and by late March, letters will be sent out to all households reminding them to return the Census Form by April 1, 2000. Census Bureau Director Kenneth Prewitt issued the following statement on a memorandum by the Department of Justice concerning the confidentiality of information given by respondents to the Census 2000 form: "We are delighted with the opinion by the Office of Legal Counsel of the Department of Justice." The memorandum reaffirms the long-standing position of the Census Bureau to protect without exception the confidentiality of each person's answers to the census under the provisions of Title 13 of the U.S. Code. "We are also pleased that Doris Meissner, Commissioner of the Immigration and Naturalization Service, has reiterated the INS understanding that confidentiality stands as a bedrock guarantee upon which all U.S. citizens and residents can rely, and that this guarantee is essential to the success and integrity of the census process." The Immigration and Naturalization Service has said it will order its agents to postpone routine enforcement actions that would interfere with the 2000 Census in the spring, an effort aimed at reassuring immigrants and others that it is safe to be counted.
