This document attempts to define for the first time at a national level the components of a quality adult education ESOL program. This is done through describing program quality indicators in eight distinct areas: program structure, administration, and planning; curriculum; instruction; recruitment, intake, and orientation; retention and transition; assessment and learner gains; staffing, professional development, and staff evaluation; and support services. The standards, as developed by a task force consisting of adult education ESOL instructors and coordinators from all over the United States, reflect the great diversity among adult ESOL programs in this country. In drafting the standards, information on effective program components was collected from adult ESOL programs and literacy organizations across the country. As a result, the standards provide sample measure and performance standards that programs of any size can use to measure continuous improvement, which is a requirement of the Workforce Investment Act of 1998. "The Workforce Investment Act requires programs to develop plans for continuous improvement, particularly in the areas of learning gains and documentation of outcomes," says Gretchen Bitterlin of San Diego Community College District, who chaired the task force that developed the standards. "The standards and sample performance measures provide guidelines for measuring improvement. These indicators can also be used for program review or to aid program directors who are setting up new ESOL programs within their adult education programs." A limited supply of complimentary copies will be available at the TESOL booth in the main exhibit hall of the Vancouver Convention Centre during the 34th Annual TESOL Exhibition and Convention, March 14-18, 2000. Following the convention, the Program Standards for Adult Education ESOL Programs will be available for purchase from TESOL Central Office.
