I know of a place where there is 
an official curriculum. There is also  CASAS which is
now driving the curriculum.  Teachers are required to
use a textbook which is on a list as a text that fits
the curriculum. Although there are  all these
standards
in place, I know that many teachers do not use a book
and do not follow the curriculum. Some of these
classes are extremely well run and some are horrible
with low level teachers teaching strictly a grammar
based class devoid of meaning. What I believe makes
the difference in the class in "not the curriculum"
but the teacher and their approach to learning.
